Statutes and By-Laws 2021 of PFDF

 

These by-laws are created to support the provisions of the Pakistan Flying Disc Federation’s Constitution and establish procedures to promote efficient Federation operations. 

1. Purposes and Scope

1.1 Purpose

The Pakistan Flying Disc Federation (PFDF) is a non-profit, non-political, non-discriminatory organization. Its activities and play are open to all people in the country regardless of gender, race, age, religion, political, cultural background, or sexual orientation.

The purpose of the Federation is to serve as a national governing body for all flying disc sports (recognized by the World Flying Disc Federation) under the international federation, World Flying Disc Federation, to support and promote their inclusive growth and the Spirit of the Game.

1.2 Objectives

  • Encourage personal fitness through disc-related games.
  • Create a clean and healthy atmosphere among people.
  • Foster understanding across all communities without discrimination.
  • The objects of the Federation are to host national championships and other national-level competitions for its members.
  • Select athletes or teams to represent the Federation and Pakistan at WFDF championships and other appropriate competitions.
  • Develop resources for teaching flying disc sports in Pakistan.
  • Disseminate information about flying disc sports among its members.
  • Keep an archive of important events associated with flying disc sports in Pakistan, including national records.
  • Provide social events for its members.
  • Promote flying disc sports within Pakistan.
  • Represent the interests of its members to WFDF, the government of Pakistan and other organizations;
  • and protect and promote the Spirit of the Game.

2. Federation Name and Affiliation

2.1 Official Name and Abbreviation

  • The official name is the Pakistan Flying Disc Federation (PFDF) is the official governing body for disc sports in Pakistan.
  • Alternative names include:
  • Pakistan Frisbee Federation (PFF)
  • Pakistan Flying Disc Federation (PFDF)
  • Flying Disc Federation of Pakistan (FDFP)
  • Frisbee Federation of Pakistan (FFP)
  • Official Abbreviation: PFDF.

2.2 Monogram and Headquarters

  • The Federation’s monogram is designed.
  • The headquarters are located in Gujranwala City, Pakistan.

2.3 Language

  • The official languages are English and Urdu.

2.4 National and Provincial Structure

  • Only one (1) National Flying Disc (Frisbee) Federation is allowed in Pakistan.
  • All National Associations and Provincial Associations are affiliated with PFDF.
  • City Associations work under Provincial Associations, and all Clubs are registered and work under their respective City Associations.

2.5 Honorary Positions

  • All Federation positions are honorary, though salaried staff may be hired if needed by the General Body.

3. PFDF Executive Board

3.1 Structure

The Executive Board consists of:

  • President PFDF
  • General Secretary PFDF
  • Treasury Secretary PFDF
  • Executive Director
  • Five (5) At Large Members
  • Nine (9) members from Member Associations (also known as the General Body):
    1. Association of Ultimate Frisbee Pakistan
    2. Pakistan Beach Ultimate Flying Disc Association
    3. Pakistan Disc Golf Association
    4. Islamabad Frisbee Association
    5. Khyber Pakhtunkhwa (KPK) Flying Disc Association
    6. Sindh Flying Disc Association
    7. Balochistan Flying Disc Association
    8. Pakistan Women Frisbee Association
    9. Punjab Flying Disc Association

3.2 Responsibilities

  • Chairman: A prominent, reputable figure who represents the Federation in important meetings.
  • President: Participates in meetings, approves constitutional amendments.
  • Secretary General: Manages all Federation activities, can preside in the President’s absence, and summons meetings. Oversees fund utilization with approvals.
  • Executive Director: Nominated by the Executive Board, a Member though non-voting.
  • Treasury Secretary: Manages financial policies and public debt.

3.3 Additional Roles

  • The Board shall appoint such other roles as may be necessary to conduct the business of the Federation. In addition, the Executive Board may designate special consultants or agents at any time. Compensation, if any, for all such officers, consultants and agents shall be fixed by the Executive Board, so long as such roles, consultants or agents are not Board members or affiliated with Executive Board members.

3.4 Governance

The PFDF Executive Board is a governing and statutory body of the Federation. It keeps records of all members of the Federation.

4. Committees

4.1 Formation and Responsibilities

  • Disciplinary Committee: Ensures public interest protection and can cancel registrations.
  • Registration Committee: Reviews applications and issues Membership Cards and Registration Certificates.
  • Management Committee: Ensures all activities align with the Federation’s vision and ethical principles.
  • The Executive Board may establish any other Committees it determines are necessary and appoint the members at its discretion.

4.2 Specific Duties

  • The Treasury Secretary: Formulates financial policy, participates in broad fiscal policy formulation, and manages public debt.
  • The Joint Secretary: Heads and Supports the smooth functioning of the Management/Disciplinary/registration Committees.

5. Code of Conduct

5.1 Player Conduct

  • All players are expected to adhere to a high standard of sportsmanship and respect.
  • Unsportsmanlike behavior may result in penalties, suspension, or expulsion.

5.2 Anti-Doping Policy

  • The PFDF adopts the anti-doping regulations as stipulated by the World Flying Disc Federation (WFDF).
  • Regular testing may be conducted to ensure compliance.

5.3 Dispute Resolution

  • A clear process for resolving disputes within the Federation, including the role of an independent mediator if necessary.

6. Membership and Fees

6.1 Categories and Fees

  • Define different types of membership (e.g., player, coach, affiliate member).
  • Criteria for each membership category.
  • Annual membership fees for different categories.
  • Process for fee payment and consequences of non-payment.
  • Membership fees and classes shall be established by the Executive Board and approved by the members at the annual general meeting.

6.2 Membership Eligibility

  • Any individual, citizen, resident or legal visitor, with a service motive and good moral character, irrespective of gender, race, age, religion, political, cultural background, or sexual orientation, is eligible for membership.
  • Application for membership shall be made to the Secretary in written form accompanied by the appropriate fees.
  • Individual members can associate with other communities and civil organizations.
  • The Federation is eligible to collect membership fees from its members. The collected fees are assets of the Federation, which decides on their use.

6.3 Membership Rights

  • Members have the right to participate in all events organized or under the authority of the Federation and to use all the membership benefits.

7. Meetings and Voting

  • The Executive Board will call an Annual General Meeting (AGM) at least once (1) every calendar year.
  • The AGM shall be open to all Members for attendance.
    • Only National and Provincial Associations may vote.
  • Every four (4) years, National and Provincial Associations will elect a new Executive Board.
    • Each Executive Board Member serves a four (4) year term with a maximum of three (3) consecutive terms in the same role.
    • Nominations for Executive Board positions must be submitted in advance, and the elections will be conducted by secret ballot to ensure fairness and transparency.
    • National and Provincial Associations Representatives are elected by respective Members.
  • The Executive Board will give at least twenty-one (21) days notice to members of an Annual General Meeting and the proposed decisions to be made.
  • The Executive Board must hold a special meeting within forty-two (42) days on presentation of a petition signed by ten percent (10%) of the members, with its business being the proposed decisions as outlined in that petition.
  • An Annual General Meeting has the following powers:
    • to elect or remove a Board Member;
    • to change this Constitution;
    • review and approve the previous year’s financial statements and auditors’ reports;
    • approve the Federation’s annual budget and elect an auditor;
    • authorize the basic strategic direction and policies of the Federation;
    • serve as a forum for discussion of general disc sports issues;
    • to dissolve the Federation, with three-quarters majority; and
    • any other powers that it decides to reserve from the Board.

7.1 Quorum and Voting Procedures

  • Within Executive Board Meetings:
    • The President, General Secretary and Treasury Secretary each have one (1) vote.
    • All National and Provincial Associations Representatives have one (1) vote each.
    • Five (5) Founder Committee members collectively have five (5) votes
    • The Executive Director is non-voting.
    • Quorum is set as fifty percent (50%) plus one (1) of the total members.
  • Within Annual General Meetings:
    • All National and Provincial Associations General Secretaries have one (1) vote each.
    • Quorum is set as fifty percent (50%) plus one (1) of total members.

7.2 Detailed Voting Procedures

  • Voting methods may include:
    • Show of hands: Members physically raise their hands to indicate their vote.
    • Secret ballot: Votes are cast anonymously to ensure privacy and prevent influence.
    • Electronic voting: Votes are cast electronically through a secure platform.
  • The method of voting shall be determined based on the nature of the decision, ensuring fairness and transparency in the voting process.

Proxy Voting Rules

  • Proxy voting may be allowed with prior Executive Board approval. Members may appoint another to vote on their behalf by submitting written proxy instructions to the Secretary before the meeting.
  • The proxy holder must follow the instructions, and proxy votes will count toward the quorum and be tallied with other votes.

8. Financial Management

8.1 Budget Approval

  • Annual budget approval process.
  • Mid-year budget reviews.

8.2 Financial Oversight

  • Regular financial audits by an independent auditor.
  • Requirement for transparent financial reporting to members.

8.3 Banking Operations

  • The President, Secretary-General, and Treasury Secretary can operate bank accounts.
  • Any two (2) can sign to release the funds.

10. Dissolution

10.1 Resignation of the Federation

  • The process for the resignation of the Federation involves the voluntary withdrawal of its leadership and officials.
  • Upon resignation, the incumbent leadership shall make arrangements for the transition of responsibilities to duly elected successors or to an interim management body appointed by the General Body.
  • The resigning officials shall cooperate fully with the transition process to ensure the smooth continuation of the Federation's operations.

Handling of Remaining Assets Upon Resignation:

  • The assets of the Federation are considered the property of the people of Pakistan.
  • Upon resignation, the incumbent leadership shall ensure that all assets, including financial resources, equipment, and intellectual property, are transferred transparently and with accountability to the custody of the duly elected successors or interim management body.
  • The handling of remaining assets shall be conducted in accordance with the laws and regulations governing non-profit organizations in Pakistan and in the best interest of the Federation and its stakeholders.

11. Data Protection and Privacy

11.1 Data Protection

  • Compliance with national data protection regulations.
  • Procedures for protecting member data and privacy.

12. Equal Opportunities

12.1 Equal Opportunities Policy

The Pakistan Flying Disc Federation (PFDF) is steadfast in its commitment to providing equal opportunities to all individuals, regardless of gender, race, disability, or any other characteristic. Discrimination in any form is unequivocally prohibited within the Federation, and it is expected that all members, whether players, coaches, officials, or volunteers, will adhere to the principles of equality and fairness. PFDF recognizes that diversity enriches the flying disc community and is essential to its growth and success. Therefore, PFDF is dedicated to creating an inclusive environment where everyone feels valued, respected, and empowered to participate fully in all aspects of flying disc sports. This commitment to equal opportunities is reflected in PFDF's policies, practices, and decision-making processes. PFDF promotes diversity and inclusion through:

  1. Non-Discrimination: PFDF prohibits discrimination based on citizenship, residency or legal visitor status, gender, race, age, religion, cultural background or sexual orientation., or any other characteristic protected by law or ethical principles.
  2. Equal Access: PFDF ensures that all individuals have equal access to participation in flying disc activities, events, and leadership opportunities, regardless of background or identity.
  3. Equitable Treatment: PFDF promotes fair and equitable treatment of all members, ensuring that decisions regarding selection, promotion, and recognition are based solely on merit, skill, and contribution to the sport.
  4. Awareness and Education: PFDF conducts awareness campaigns and educational programs to foster understanding, respect, and appreciation for diversity within the flying disc community.
  5. Reporting and Accountability: PFDF provides mechanisms for reporting discrimination or unfair treatment and takes prompt and appropriate action to address such incidents. Members who engage in discriminatory behavior are subject to disciplinary action, up to and including expulsion from the Federation. By upholding the principles of equality and fairness, PFDF aims to create a welcoming and inclusive environment where everyone can participate, excel, and thrive in flying disc sports, contributing to the growth and success of the sport in Pakistan and beyond.

Procedures to Address Discrimination Complaints

  • Any individual who believes they have been subjected to discrimination within the Federation has the right to lodge a complaint.
  • The complaint should be submitted in writing to the Executive Board, detailing the nature of the discrimination and providing any supporting evidence.
  • Upon receipt of the complaint, the Executive Board shall conduct a thorough investigation, ensuring confidentiality and impartiality throughout the process.
  • If the complaint is found to be valid, appropriate disciplinary action will be taken against the perpetrator(s) as per the Federation's disciplinary procedures.
  • Additionally, measures will be implemented to prevent recurrence of such incidents and to promote a culture of inclusivity and respect within the Federation.
  • The Federation encourages open communication and dialogue to address issues of discrimination promptly and effectively, fostering a welcoming and supportive environment for all participants.

13. Health and Safety

13.1 Health and Safety Policy

The Pakistan Flying Disc Federation (PFDF) prioritizes the health and safety of all participants involved in its activities and events. To ensure a safe environment, the following guidelines and procedures are established: Guidelines for Ensuring the Health and Safety of Participants:

  1. Risk Assessment: Before any event or activity, a comprehensive risk assessment will be conducted to identify potential hazards and mitigate risks.
  2. Venue Safety: Venues used for PFDF activities will comply with all relevant health and safety regulations. Any hazards identified will be addressed promptly.
  3. Equipment Safety: All equipment used in PFDF activities will be inspected regularly to ensure they are in good condition and safe for use.
  4. Participant Education: Participants will be educated on safety guidelines and encouraged to adhere to them during all activities. This includes proper warm-up exercises, hydration, and use of protective gear when necessary.
  5. Medical Assistance: Qualified medical personnel will be available at all PFDF events to provide immediate assistance in case of injuries or medical emergencies.
  6. Weather Monitoring: Weather conditions will be monitored closely during outdoor events. Activities will be suspended or postponed if weather conditions pose a risk to participants' safety. Emergency Procedures and First Aid Protocols:
  7. Emergency Contact Information: Contact information for emergency services, medical facilities, and key personnel will be readily available at all PFDF events.
  8. Emergency Response Plan: PFDF will have a documented emergency response plan outlining procedures to be followed in case of emergencies, including evacuation protocols and communication methods.
  9. First Aid Kits: First aid kits will be available at all PFDF events, stocked with essential supplies to provide immediate medical assistance for minor injuries.
  10. Emergency Communication: Clear communication channels will be established to ensure efficient communication in case of emergencies. Designated personnel will be responsible for coordinating emergency responses and communicating instructions to participants.
  11. Post-Incident Review: After any medical incident, a post-incident review will be conducted to assess the effectiveness of the response and identify areas for improvement. By adhering to these guidelines and procedures, PFDF aims to create a safe and secure environment for all participants, promoting the well-being and enjoyment of flying disc sports.

14. Youth Development

14.1 Youth Development Programs

The Pakistan Flying Disc Federation (PFDF) is committed to nurturing the talent and skills of young players through comprehensive youth development programs. These programs are designed to provide opportunities for youth participation, skill enhancement, and personal development within the realm of flying disc sports. Programs Aimed at Developing Young Players:

  1. Youth Leagues and Tournaments: PFDF organizes youth-specific leagues and tournaments tailored to the skill levels and age groups of young players. These events provide valuable competitive experience and foster camaraderie among participants.
  2. Coaching Clinics: PFDF conducts coaching clinics led by experienced coaches to provide young players with specialized training and guidance to improve their skills in throwing, catching, strategy, and teamwork.
  3. School Outreach Programs: PFDF collaborates with schools to introduce flying disc sports to students and establish extracurricular programs. These programs aim to promote physical activity, sportsmanship, and leadership skills among youth.
  4. Camps and Workshops: PFDF organizes camps and workshops focused on specific aspects of flying disc sports, such as ultimate frisbee, disc golf, freestyle disc and Daysee. These events offer intensive training opportunities and foster a sense of community among young players.
  5. Youth Leadership Initiatives: PFDF encourages youth leadership and involvement in decision-making processes within the Federation. Youth representatives may be appointed to committees or given opportunities to organize youth-focused events and initiatives. Safeguarding Policies for Minors:
  6. Child Protection Policy: PFDF implements a comprehensive child protection policy aimed at safeguarding the well-being of minors involved in its programs. This policy outlines guidelines for preventing and responding to incidents of abuse, harassment, or other safety concerns.
  7. Background Checks: All coaches, volunteers, and staff working directly with minors undergo thorough background checks to ensure their suitability for working with youth.
  8. Training and Education: PFDF provides training and educational resources to staff, coaches, and volunteers on child protection, appropriate conduct, and recognizing signs of abuse or neglect.
  9. Supervision: Minors participating in PFDF programs are supervised by qualified adults who have undergone appropriate training and background checks. Adequate supervision is maintained during all activities to ensure the safety of participants.
  10. Reporting Procedures: PFDF has clear procedures in place for reporting any suspected incidents of abuse, harassment, or safety concerns involving minors. Reports are taken seriously, investigated promptly, and appropriate actions are taken to address the situation. By implementing these youth development programs and safeguarding policies, PFDF aims to provide a positive and inclusive environment where young players can thrive and develop their skills in flying disc sports in a safe and supportive setting.

15. International Relations

15.1 Affiliations and Partnerships

The Pakistan Flying Disc Federation (PFDF) recognizes the importance of fostering strong affiliations and partnerships with international organizations and entities to promote the growth and development of flying disc sports on a global scale. Affiliations:

  1. World Flying Disc Federation (WFDF): PFDF must be the proud member of the World Flying Disc Federation, the international governing body for flying disc sports. This affiliation will allows PFDF to participate in international competitions, access resources and support, and collaborate with other national federations worldwide.
  2. Asia-OceaniaFlying Disc Federation (AOFDF): PFDF will maintain affiliations with the Asia-OceaniaFlying Disc Federation, which serves as the regional governing body for flying disc sports in Asia-Oceania. Through this affiliation, PFDF will engage in regional tournaments, exchange best practices, and promote the sport across the Asian continent.
  3. National Olympic Committee (NOC): PFDF will work closely with the National Olympic Committee of Pakistan to advocate for the recognition and inclusion of flying disc sports in national and international sporting events. This affiliation will help raise the profile of flying disc sports and support its integration into the broader sports community. Partnerships:
  4. Corporate Sponsors: PFDF collaborates with corporate sponsors and partners to secure funding, resources, and support for various initiatives, including events, youth development programs, and infrastructure projects. These partnerships contribute to the sustainability and growth of flying disc sports in Pakistan.
  5. Government Agencies: PFDF will work in partnership with government agencies at the national, provincial, and local levels to access funding, facilities, and support for the promotion and organization of flying disc sports events and activities. These partnerships will help leverage government resources and infrastructure to benefit the flying disc community.
  6. Non-Governmental Organizations (NGOs): PFDF may collaborate with NGOs and civil society organizations to implement community outreach programs, promote social inclusion, and address issues such as youth development, gender equality, and health and wellness through flying disc sports. These partnerships will leverage the expertise and resources of NGOs to support PFDF's mission and objectives. By cultivating these affiliations and partnerships, PFDF aims to strengthen its position within the global flying disc community, expand its reach and impact, and advance the development and recognition of flying disc sports in Pakistan and beyond.
  7. For participation in international events, the Pakistan Flying Disc Federation (PFDF) shall serve as the sole point of contact with international bodies. Additionally, each club, association, or player seeking participation shall provide a No Objection Certificate (NOC) signed by two authorized signatories, who may be the President, General Secretary, or Executive Director.

16. Miscellaneous

16.1 Insurance

  • PFDF may procure insurance coverage for its officials, volunteers, participants, and assets to mitigate risks associated with its activities and events.

16.2 Conflict of Interest

  • PFDF officials and members must disclose any conflicts of interest that may arise in the course of their duties and refrain from engaging in activities that could compromise the integrity or impartiality of the Federation.

16.3 Legal Compliance

  • PFDF will ensure compliance with all relevant laws, regulations, and ethical standards governing its operations, including financial reporting, taxation, and corporate governance.

16.4 Interpretation

  • Any questions regarding the interpretation or application of these by-laws shall be referred to the Executive Board for resolution. The decision of the Executive Board shall be final and binding.

17. Adoption and Amendment of By-Laws

17.1 Adoption

  • These by-laws shall be adopted by a majority plus one (50% +1) vote of the PFDF General Body at a duly convened meeting.

17.2 Amendment

  • These by-laws may be amended by a two-thirds (66%) majority vote of the PFDF General Body at a duly convened meeting, provided that notice of the proposed amendments has been given to all members at least thirty (30) days in advance.

17.3 Effective Date

  • These by-laws shall take effect immediately upon their adoption by the PFDF General Body and Executive Board and shall supersede any previous by-laws or regulations of the Federation.

17.4 Transitional Provisions

  • All actions taken by the PFDF Executive Board prior to the adoption of these by-laws shall be deemed valid and binding, provided that they are consistent with the provisions of these by-laws.

17.5 Repeal of Previous By-Laws

  • Any previous by-laws or regulations of the PFDF that are inconsistent with these by-laws are hereby repealed to the extent of such inconsistency.

17.6 Severability

  • If any provision of these by-laws is held to be invalid, illegal, or unenforceable in any respect, the validity, legality, and enforceability of the remaining provisions shall not be affected or impaired thereby.

17.7 Governing Law

  • These by-laws shall be governed by and construed in accordance with the laws of Pakistan, without regard to its conflict of laws principles.

17.8 Entire Agreement

  • These by-laws constitute the entire agreement between the parties with respect to the subject matter hereof and supersede all prior agreements and understandings, whether written or oral, relating thereto. 

17.9 Execution

  • These by-laws shall be executed by the Executive Board of the Pakistan Flying Disc Federation (PFDF) and shall be attested by the President, Secretary-General and Executive Director.
